MANILA – President Ferdinand R. Marcos Jr. on Tuesday said the Philippines can play a bigger role in global critical minerals supply chains, highlighting the country’s nickel, copper and other mineral deposits, which, he said are increasingly important to industries including electric vehicles, batteries and renewable energy.

In his keynote message delivered by Department of Environment and Natural Resources (DENR) Secretary Juan Miguel Cuna at the opening of the Mining Philippines 2026 International Conference and Exhibition in Pasay City, Marcos said the country has an opportunity to participate more actively in the industries and value chains supported by its mineral resources.

He said the administration aims to build a more industrialized Philippines by developing its natural wealth responsibly and putting the interests of Filipinos at the center of decisions.

“By bringing together industry leaders, policymakers, and investors, this conference provides a venue for exchanging ideas, forging partnerships, and identifying practical ways to strengthen our minerals sectors,” Marcos said.

“Our engagements with the United States, Canada, Australia, and Sweden reflect the growing importance of our country in building secure and reliable mineral supply chains,” the President said.

Under Executive Order No. 122, the government is working to develop the downstream minerals industry to support domestic industries and create opportunities for Filipinos.

President Marcos said the DENR is identifying areas suitable for responsible mineral development while working to protect communities.

He said the government is also pursuing a fair and predictable regulatory environment to encourage responsible investment.

He cited DENR Administrative Order No. 2025-17, which establishes an enhanced fiscal regime for mining, as part of efforts to give investors a clearer framework while ensuring the country receives a fair share of the wealth generated from its natural resources.

The President also noted that streamlined mining application procedures would provide investors with greater certainty.

He also stressed that economic development must go hand in hand with environmental protection and respect for communities.

“Our mineral resources are finite. The progress they help create must endure,” Marcos said.

Cuna, meanwhile, reaffirmed the administration’s commitment to a competitive, responsible and sustainable minerals sector.

“Together, let us help turn our natural wealth into lasting progress and our shared aspirations into opportunities that future generations can build upon,” he added, stressing that Filipinos should be at the heart of every decision.

President Marcos also recognized the significant role of the Chamber of Mines of the Philippines, which organized the event, in shaping the country’s mining policy, including efforts that led to the passage of the Philippine Mining Act of 1995.

He also cited the chamber’s participation in the Extractive Industries Transparency Initiative, which promotes transparency in the management of revenues from extractive industries.
