The Philippines has called for a legally binding international agreement to strengthen protections for older persons against discrimination, abuse and neglect, while ensuring access to healthcare, social protection and dignified living conditions.
National Commission of Senior Citizens (NCSC) Chairperson Ma. Merceditas Gutierrez made the appeal during the second session of the United Nations Intergovernmental Working Group on the Human Rights of Older Persons in Geneva, Switzerland, according to a Philippine News Agency report.
The Philippine delegation identified four priorities for the proposed international instrument: equality and non-discrimination, protection from violence and abuse, safeguards during disasters and humanitarian emergencies, and access to adequate living standards, healthcare and social protection.
Gutierrez also called for stronger protections for caregivers, including migrant care workers, through fair compensation, training and decent working conditions.
The push comes as the Philippines faces a rapidly ageing population. Based on projections from the Philippine Statistics Authority, the number of Filipinos aged 60 and above is expected to exceed 11 million in 2026, with senior citizens projected to account for one in every 10 Filipinos by 2030.
The UN working group was established to draft a legally binding instrument aimed at addressing gaps in the protection of older persons' rights worldwide,
