resident Ferdinand R. Marcos Jr. has ordered government offices in 15 provinces to implement appropriate alternative work arrangements on Tuesday amid continued heavy rainfall associated with the enhanced southwest monsoon (habagat).
Under Memorandum Circular No. 133 signed by Acting Executive Secretary Ralph G. Recto, the measure covers Ilocos Norte, Ilocos Sur, La Union, Pangasinan, Abra, Benguet, Kalinga, Mountain Province, Apayao, Batanes, Nueva Vizcaya, Zambales, Tarlac, Pampanga and Bataan.
The directive was issued upon the recommendation of the National Disaster Risk Reduction and Management Council in anticipation of continued heavy rains that may cause urban flooding and traffic disruptions.
Government agencies providing basic and health services, disaster preparedness and response, and other vital services will continue operations.
Contract of Service and Job Order workers placed under alternative work arrangements will continue to receive their corresponding wages or salaries, subject to existing rules.
Unless otherwise directed by local chief executives, schools in the affected areas are likewise directed to implement alternative learning modes and learning continuity measures at all levels.
Local governments may also order the cancellation or suspension of classes and work in government offices in other areas, pursuant to existing rules.
Work arrangements in the private sector will remain at management’s discretion.
