PH Senate approves bill streamlining redevelopment of aging condos

The Philippine Senate on Tuesday approved on third and final reading a measure aimed at streamlining the redevelopment of aging and deteriorating condominium buildings across the country.

Senate Bill No. 2420, officially titled the "Condominium Redevelopment Act," passed with 18 affirmative votes, zero negative votes, and no abstentions during the plenary session on September 1, 2026.

The bill amends Republic Act No. 4726, or the Condominium Act, by establishing clear legal mechanisms for redevelopment while protecting unit owners and stakeholders. Under current law, redeveloping a condominium requires unanimous approval from all owners—a threshold sponsor Sen. Francis "Chiz" Escudero called "practically impossible to achieve."

SB 2420 lowers the required approval thresholds based on building age:

Under 30 years old: Requires unanimous consent from unit owners in good standing.

30 to 50 years old: Requires approval from two-thirds of unit owners.

Over 50 years old: Requires a simple majority vote.

Escudero noted that these adjusted tiers will prevent a small minority or single holdout from indefinitely delaying necessary redevelopment, modernizing the nation's 58-year-old condominium framework. -Paraluman News
