September 21 rallies: PNP tells cops to exercise 'maximum restraint' and rallyists, not to assault cops

The Philippine National Police (PNP) on Monday asked rally organizers and participants to exercise restraint and respect cops tasked with maintaining peace, order and public safety.

The PNP said its officers will uphold the constitutional rights to freedom of speech and peaceful assembly.

However, acts of violence and other activities that infringe on the rights of others, endanger public safety or disrupt essential services would warrant police intervention.

“Police and legal actions will always be the last resort because the priority has always been to respect the people’s rights to freedom of expression and assembly. That is the instruction to our men, and that is the assurance we commit to all our kababayan,” PNP chief Gen. Jose Melencio Nartatez Jr. said in a statement.

“What is protected by the law is the right to peaceful assembly, it does not include destroying government and public properties, and it does not include assaulting policemen.”

Nartatez said he has directed police commanders to ensure that officers observe maximum tolerance, sound judgment and professionalism throughout the activities.

“If protesters remain peaceful, they can expect maximum tolerance and professionalism from our police officers. If individuals commit violence or criminal acts, they should expect immediate police intervention and accountability under the law,” he said.

The PNP will also require the use of body-worn cameras and proper documentation during operations to help protect both rallyists and police officers.

More than 17,000 police personnel have been deployed nationwide as the country marks the 54th anniversary of the declaration of martial law. Several rallies are scheduled in Manila and Quezon City.

Face-to-face classes in Manila schools were suspended Monday due to security concerns related to the rallies.
