PNP to use AI, global best practices to improve hostage crisis response

The Philippine National Police (PNP) on Tuesday disclosed new measures to strengthen its response to hostage-taking incidents and other high-risk emergencies by integrating technology and proven practices from other countries into its crisis response system.

PNP chief Gen. Jose Melencio Nartatez Jr. said the changing security environment requires the police force to continuously improve how it handles situations that demand careful negotiation, sound judgment, and coordinated action.

“Every hostage situation is a race against time where lives are at stake. We must equip our personnel with the right skills, the right technology, and the right knowledge to make sound decisions when every second counts,” he said in a statement.

“At present, we are exploring how technology, including artificial intelligence, can help us advance our crisis response techniques. We will also continue to learn from global best practices to ensure that our police are ready to respond decisively and responsibly to any crisis.”

Nartatez tasked the Anti-Kidnapping Group (AKG) to conduct regular briefings for local police offices to ensure operational standards remain consistent nationwide.

Recently, the AKG conducted a Hostage Negotiation Course for its personnel and participating units. The training focused on strengthening their knowledge, skills, and operational readiness in dealing with hostage-taking incidents and other critical situations.

The course covered effective negotiation, crisis management and sound decision-making strategies. These capabilities are particularly important in incidents where police action must be carefully calibrated to protect lives while resolving a crisis.

“Amid the evolving security landscape, the PNP is committed to improving its operational capabilities in responding to hostage situations. No one will be left behind. We will cascade the learnings from the Hostage Negotiation Course to our personnel on the ground so they can respond appropriately during crisis situations,” Nartatez added.
