Palace orders alternative work, learning setup in Metro Manila, 13 provinces

MANILA – Malacañang on Thursday ordered the adoption of alternative work and learning arrangements in Metro Manila and 13 other provinces in view of persistent rains and its cumulative effects.
Executive Secretary Ralph Recto, by authority of the President, signed Memorandum Circular (MC) No. 135, following the recommendation of the National Disaster Risk Reduction and Management Council (NDRRMC) amid continued heavy rainfall brought by the enhanced Southwest Monsoon and the cumulative effects of prolonged rains.
MC No. 135 covers the National Capital Region, La Union, Pangasinan, Benguet, Bataan, Bulacan, Pampanga, Zambales, Batangas, Cavite, Laguna, Rizal, Occidental Mindoro, and Oriental Mindoro.
Government agencies providing basic and health services, disaster preparedness and response, and other vital services will continue their operations.
“Contract of Service and Job Order workers who are placed under alternative work arrangements shall be paid the corresponding wages or salaries, subject to applicable rules and regulations,” the order read.
Alternative learning modes will be implemented for classes at all levels in public and private schools in the affected areas, unless otherwise directed by local chief executives.
Local chief executives may also order localized suspension of classes and/or work in government offices in other areas.
For the private sector, work suspension or alternative work arrangements will be left to the discretion of management.
