Senator Gatchalian pushes for automatic aid triggered by inflation levels

Senator Sherwin Gatchalian is pushing to institutionalize an automatic funding mechanism for social assistance programs which is triggered when inflation reaches critical levels. This arrangement will shield vulnerable households from rising costs of basic goods and services.

The proposal is part of the recommendations submitted by the Senate's Proactive Response and Oversight for Timely and Effective Crisis Strategy (PROTECT) Committee to Malacañang, as a faster and more predictable response to inflationary pressures from global factors like the ongoing Middle East conflict.

Under the proposed system, beneficiaries of existing programs such as the Pantawid Pamilyang Pilipino Program (4Ps) would automatically receive a three-month cash augmentation once certain economic thresholds are met.

These triggers include headline inflation exceeding 4 percent, food inflation surpassing 5 percent, a monthly increase in overall inflation of at least one percentage point due to transport or fuel pressures, or a spike in fuel prices of at least ₱10 per liter within a month.

Gatchalian, who chairs both the PROTECT and Finance Committees, said the mechanism is intended to ensure additional cash assistance can be released promptly for a fixed period without a separate program rollout or prolonged approval process.

The PROTECT Committee report also noted that poor households may experience a reduction of up to ₱1,151 in monthly purchasing power due to rising prices.

While higher-income households may incur larger losses in absolute terms, low-income families are disproportionately affected, often cutting back on expenses by reducing food consumption, postponing education-related expenses, or cutting back on healthcare spending.
