BIR suspends mandatory online registration seal requirement

MANILA— The Bureau of Internal Revenue (BIR) has suspended the mandatory posting of the BIR Registration Seal Badge and postponed the October 31, 2026 compliance deadline until further notice.

BIR Commissioner Charlito Martin Mendoza suspended the requirement through Revenue Memorandum Circular (RMC) No. 113-2026.

"We have heard the concerns of online sellers, content creators, and other taxpayers regarding data privacy, technical issues, and the scope of the BIR Registration Seal Badge requirement," Mendoza said in a statement.

The bureau said the policy is being reviewed, with updated guidelines to be released soon.

Key issues highlighted include persistent technical glitches on the registration platform, and confusion over which taxpayer groups are required to comply.

The BIR clarified that no penalties will be imposed on taxpayers who do not display the badge while the suspension remains active. However, digital merchants and content creators who have already secured their registration seals may continue to post them voluntarily.
