Vice President Sara Duterte and her husband, lawyer Manases “Mans” Carpio, allegedly accumulated ₱817.87 million in unexplained wealth and undeclared assets from 2022 to 2025, according to a financial forensic analyst who testified for the prosecution in the Senate impeachment trial on Friday.
Lawyer Alexander Cabrera presented the findings on the 37th day of the trial, consolidating what he described as financial irregularities in the couple’s records for the House prosecution panel’s case under Article II of the Articles of Impeachment.
The amount covered alleged undeclared cash, personal and real properties, and income, including earnings attributed to companies Cale88 Foods Corp., Metro City and GenCorp.
Cabrera said he arrived at the total by piercing the corporate veil, a legal principle that allows courts in certain circumstances to disregard a corporation’s separate legal personality and hold individuals accountable.
He assured the impeachment court that his computations did not involve double counting when asked whether the figures contained duplications.
"Ang amin pong method na ginamit po dito ay very conservative. 'Yun 'yung aming inalagaan, na walang double counting, wala pong duplication ng count," Cabrera said.
According to Cabrera’s tabulation, the couple’s alleged unexplained wealth and undeclared assets and income totaled ₱190,628,012 in 2022, ₱167,337,227 in 2023, ₱264,217,123 in 2024 and ₱195,692,505 in 2025.
Cabrera also cited the couple’s marriage in 2007 in discussing how their assets should be treated under the law.
He said that, in the absence of a prenuptial agreement or a judicial decree of separation of property, their marriage was governed by the Family Code’s absolute community of property regime, under which their assets generally form part of the marital community, subject to legal exceptions.
The House prosecution panel presented Cabrera’s testimony to consolidate the evidence and illustrate what it called the “bigger picture” behind Article II of the impeachment complaint.
The article accuses Duterte of accumulating unexplained wealth, failing to fully and truthfully disclose her assets, liabilities and net worth (SALN), and failing to divest herself of business interests upon assuming the vice presidency.
House prosecutor and Akbayan Rep. Jose Manuel “Chel” Diokno presented Cabrera as an expert witness. Cabrera earned his law degree from Ateneo Law School in 1994, completed management training at Harvard Business School and worked as a certified public accountant before entering the legal profession.
