Migrant surge into Ceuta should not have happened — EU commissioner

European Commissioner for the Mediterranean Dubravka Suica said the mass migrant surge into Spain's North African enclave of Ceuta "shouldn't have happened," as EU interior ministers held an emergency meeting on Tuesday (August 4).
