Senator Robinhood Padilla is advocating for the establishment of multi-faith prayer and quiet rooms in government offices and other public-facing institutions through Senate Bill No. 1629, also known as the Multi-Faith Prayer and Quiet Rooms Act of the Philippines.


Padilla said many Filipinos face daily pressures, anxieties, and personal struggles, yet often lack accessible spaces where they can pray, meditate, reflect, or simply find a moment of peace.


He stressed that an inclusive society should not only provide services but also recognize and respect the faith, dignity, and conscience of every individual.


Under the proposed measure, designated prayer and quiet rooms would serve as neutral and welcoming spaces for people of all religious backgrounds, as well as those with different beliefs.


The facilities would be available for prayer, reflection, meditation, or quiet rest without discrimination.


The bill also requires that these rooms remain free of permanent religious symbols to ensure they remain inclusive and accessible to all users while upholding freedom of religion and belief.


In February 2026, the Senate approved Senate Bill No. 1629 on third and final reading. Padilla described the measure as a step toward making public services more compassionate, humane, and responsive to the diverse spiritual needs of Filipinos.


The senator expressed hope that the proposal will gain approval in the House of Representatives and eventually become law, allowing dedicated spaces for prayer, contemplation, and reflection to be established across the country.
