Senator Mark Villar seeks to establish Philippine public parks system

Senator Mark Villar has filed Senate Bill No. 1796, a proposed measure that seeks to establish the Philippine National Public Parks System.

The bill aims to develop a network of public parks across the country, protect natural resources, preserve cultural and historical landmarks, and provide accessible areas for recreation.

“Our natural landscapes and green spaces are irreplaceable treasures that shape our national identity. By institutionalizing a national parks system through Senate Bill 1796, we can safeguard biodiversity, protect historical and cultural landmarks within these areas, and ensure that every Filipino will have the opportunity to experience and enjoy them responsibly,” Villar said.

“This initiative goes beyond environmental protection, it is about fostering a healthier and more resilient communities,” he added.

Research highlights the significant physical and mental health benefits of access to green spaces, he said. Regular interaction with nature encourages physical activity, helping reduce sedentary behavior and related health risks.

It also supports cognitive function and improves mood, he said. People with consistent access to such environments are less likely to suffer from depression, anxiety, and chronic stress.

Villar's proposed measure includes the creation of a National and Local Public Parks Authority to oversee park governance, as well as National Parks Institutes to advance research, and education.

The bill also calls for thorough studies and planning for national parks, urban parks, open spaces, and recreational facilities.

It also outlines processes for identifying potential national parks, acquiring land, and establishing urban parks within local government units (LGUs) .

To support the national program, the measure grants tax, fee, and charge exemptions for parks and related operations. 

It also promotes collaboration among stakeholders, public participation, and sustainable practices to balance conservation with recreational, educational, and community uses.

“I call on my colleagues in the Senate, our counterparts in the House, and all stakeholders to prioritize Senate Bill 1796. Investing in national parks system is an investment in our environment, our cultural legacy, and the long-term health and happiness of our people,” Villar said.
