Senator Mark Villar filed Senate Bill No. 2134 seeking to provide Persons with Disability (PWD) nationwide with free identification cards that have a lifetime validity for individuals with permanent disabilities nationwide.


According to data from the National Council on Disability Affairs (NCDA), there are now over 2.5 million individuals in this sector in the Philippines.


Despite this significant number, many still encounter substantial difficulties in accessing essential government services and benefits.


These issues are often rooted in registry complications and the burden of repeated documentary requirements.


The senator noted that PWDs are currently required to undergo medical evaluations and renew their IDs every five years.


This requirement applies even to those with permanent conditions, creating an unnecessary burden and additional expense, he said.


“Hindi na dapat dagdagan pa ng pahirap at gastusin ang ating mga kababayan PWDs at kanilang mga pamilya. Sa pamamagitan ng panukalang ito, gagawin nating libre at lifetime ang validity ng PWD IDs para sa mga kababayan nating may permanenteng kapansanan,” Villar said.


Under Republic Act No. 9442, PWD ID holders are entitled to specific rights and benefits, including discounts on medicines, transportation, and basic goods.


Under this proposal, individuals with permanent disabilities would no longer be required to renew their IDs every five years. Instead, the bill provides for the issuance of lifetime-validity IDs free of charge.


To qualify, the permanent disability must be certified by the Municipal or City Health Office and validated by the Local Social Welfare and Development Office.


“Bukod dito, nananawagan din tayo sa mga kinauukulan na ayusin at palakasin ang registry system ng ating mga PWD upang matiyak na tuloy-tuloy nilang matatanggap ang mga benepisyong nararapat para sa kanila,” Villar added.


He also emphasized broader support for inclusivity and dignity for persons with disabilities in society.


“Makakaasa po kayo na patuloy nating itataguyod ang kapakanan, dignidad, at inklusibong paglahok ng mga PWD sa ating lipunan,” Villar ended.
