Senator Erwin Tulfo, chair of the Senate Blue Ribbon Committee, has announced plans to broaden the panel’s ongoing inquiry into flood control projects, now encompassing a wider review of government infrastructure that fails to meet construction standards.


The committee’s expanded scope will scrutinize bridges, roads, and other public works, specifically those that deteriorate prematurely or fail during severe weather conditions. "Apart from the new names and issues connected to the flood control mess, we will investigate substandard projects one by one," Tulfo stated in a recent radio interview.


Tulfo emphasized that public works failing to meet required specifications are key indicators of systemic corruption, particularly when projects are completed below standard despite having sufficient budget allocations. "There is corruption involved when you are given a specific budget to construct structures to standard, but the result is unfinished or subpar," he added.


The move follows the recent collapse of a retaining wall along the EDSA-Ayala northbound lane in Makati City. Department of Public Works and Highways Secretary Vince Dizon confirmed that the failed structure was built using light board material instead of the mandatory reinforced concrete.


"Corruption has plagued this system for too long, and we are tackling it head-on," Tulfo remarked. The committee is now coordinating with the DPWH and other relevant agencies to gather evidence, noting that the flood control controversy is only the beginning of a larger effort to address infrastructure anomalies.
