Philippine Senate passes resolution calling for national emergency framework amid Middle East conflict

The Philippine Senate passed a resolution urging the executive branch to craft and submit a comprehensive national contingency plan within 15 days amid rising tensions in the Middle East.

On Wednesday, the upper chamber approved the resolution, introduced by 23 senators and co-sponsored by Senate President Vicente “Tito” Sotto III, without any objections.

The resolution calls on the executive branch to establish a national contingency framework and submit a detailed plan within 15 days to prepare for, respond to, and recover from major domestic and international crises using a whole-of-nation approach.

Senate Minority Leader Alan Peter Cayetano, who sponsored the measure in the plenary, emphasized the importance of achieving consensus across government and the private sector as the country braces for the fallout from the Middle East conflict.

Earlier this week, fuel prices surged by double digits following global petroleum price spikes triggered by tensions in the Gulf region.

In response, President Ferdinand Marcos Jr. ordered a four-day work week for the executive branch and instructed government offices to implement cost-cutting measures on energy and electricity.

Cayetano stressed that the country must first build institutional agreement to respond effectively to large-scale emergencies.

“‘Pag sobrang bigat ng problema, apektado ‘yung region at buong mundo dahil we are now a global village and we now see na intricate na masyado ang koneksyon ng mga ekonomiya,” Cayetano said.

According to the resolution, the national contingency framework is intended to improve the country’s ability to anticipate threats, reduce delays in decision-making, safeguard Filipinos at home and abroad, and enhance national resilience.

The Senate minority leader added that the measure also aims to strengthen cooperation among the national government, local government units (LGUs), and the private sector during emergencies.

“That is the spirit of this resolution, to call on the Executive dahil sila ang tinalaga ng ating Konstitusyon to build a consensus with the private sector [and] with the local governments. To be fair, they are doing that. Nag-announce agad sila ng mga measures,” Cayetano said.
