PH Senate panel approves postponement of 2026 barangay and youth elections

A Senate panel approved proposed measures on Monday seeking to postpone the November 2026 Barangay and Sangguniang Kabataan Elections (BSKE) and extend the term limits of local officials from four to five years.

Senate Bill No. 2387, authored by Senator Francis “Chiz” Escudero, aims to amend Republic Act No. 12232—the existing law governing term lengths for barangay officials and SK members—by establishing a permanent five-year term.

Escudero emphasized that fixing the term length permanently, rather than relying on temporary extensions or ad-hoc postponements, would shield local governance from continuous legislative manipulation.

"Hopefully that will insulate it from any further tinkering by Congress with the intention of either fixing or the real intention, maybe for some, of simply postponing the barangay elections," Escudero stated during the hearing.

In a complementary proposal, Senator Imee Marcos filed Senate Bill No. 2067, which seeks to move the upcoming BSKE from November 2026 to October 2027. Marcos cited logistical conflicts arising from the current election schedule, which falls on November 2, immediately following All Souls’ Day.

The proposed delays have prompted calls for swift legislative action from election administrators. Commission on Elections (Comelec) Chairperson George Garcia urged Congress to determine the election's status by mid-September to allow adequate preparation time for candidates, field personnel, and election managers.

"Kanina sa Senado, [nakiusap kami] na kung pupwede magkaalaman na kung ma-po-postpone o hindi itong ating eleksyon bago matapos ang buwan na September kasi filing of candidacy sa September 28 to October 5. Kung kakayanin, mas maaga," Garcia told reporters.

Garcia added that clarifying the schedule by the second week of September is critical to resolving uncertainty for potential candidates and field staff, especially as the poll body simultaneously prepares for the regional Bangsamoro parliamentary elections.
