The Philippines has committed to cutting or avoiding 75% of its projected greenhouse gas emissions from 2025 to 2035, as it renewed its call for climate justice ahead of the COP31 climate summit in Antalya, Türkiye, from Nov. 9 to 20.
The updated commitment was unveiled on Nov. 3 by the Climate Change Commission (CCC) during the launch of the COP31 Philippine Hub and presentation of the country's 2026 Nationally Determined Contribution (NDC) at the Premier Guest House in Malacañang Palace, according to a Philippine News Agency (PNA) report.
Under the plan, 7% of the emissions reduction target will come from domestic efforts, while 68% will depend on international financing, technology transfer and capacity-building support. The target covers the energy, transport, industry, agriculture, waste, forestry and land-use sectors.
CCC Executive Director Robert Borje said the updated NDC demonstrates the Philippines' commitment to reducing emissions while strengthening its appeal for climate justice, noting that the country contributes little to global greenhouse gas emissions but remains highly vulnerable to climate-related disasters.
The revised climate blueprint also includes measures on adaptation, gender equality, disability and social inclusion, youth participation, local government engagement, a just transition for affected communities, and nature-based solutions.
The plan contains 211 policies and measures aimed at boosting climate resilience and attracting international support for implementation.
