Disaster resilience, energy security top agenda for 2026 ASEAN Summit in Cebu

Disaster resilience will be a central focus of the 2026 Association of Southeast Asian Nations (ASEAN) Summit in Cebu.

Chaired by President Ferdinand Marcos Jr., the summit will see member states work to strengthen joint efforts and enhance protections for communities against natural disasters.

During the 2026 ASEAN International Media Center at the Mactan World Museum this on Tuesday, Acting Presidential Communications Secretary Dave Gomez announced that ASEAN countries have committed to new collaborative frameworks.

These initiatives are designed to improve early warning systems, accelerate humanitarian responses, and enhance support for affected populations across the region.

He noted that these efforts are intended to ensure that events like the recent unrest of Mayon Volcano do not further endanger vulnerable communities.

The goal instead is to encourage inclusive and people-centered resilience strategies across the region.

Marcos has also directed relevant agencies to assess conditions on the ground, provide immediate medical assistance, and carry out clearing operations in affected areas in Albay following ash emissions from Mayon.

Earlier this year, the Philippines introduced the Manila-ASEAN Strategic Protocol for Emergency and Comprehensive Transformation (Manila-ASPECT) Framework to reinforce regional disaster preparedness and improve coordination among member states.

Rex Gatchalian, Secretary of the Department of Social Welfare and Development (DSWD) and chair of the 35th ASEAN Socio-Cultural Community Council Meeting in Makati City, described the proposal as a key initiative to strengthen disaster response and regional coordination.

The Manila-ASPECT Framework seeks to provide ASEAN member states with a standardized system to boost interoperability, data sharing, logistics, and cross-border coordination, supporting a people-centered and rights-based approach to disaster response.

Apart from disaster resilience, energy security will also be a key issue at the summit, amid rising fuel costs in Asia driven by tensions in the Middle East, Gomez said.

“With the impact of the Middle East tension, bearing heavily on Asia, upon the initiative of President Ferdinand R. Marcos Jr., the leaders have refocused the agenda to include discussions on energy security and a unified response to mitigate negative effects on individual member states,” the PCO chief added.
