Senator Gatchalian wants PUVs to shift to electric vehicles amid global fuel uncertainty

Senator Sherwin Gatchalian urged the government to accelerate the shift of public utility vehicles (PUVs) to electric vehicles (EVs) to lessen the country’s long-term dependence on volatile global oil markets and strengthen energy security.

Senator Sherwin Gatchalian urged the government to accelerate the shift of public utility vehicles (PUVs) to electric vehicles (EVs) to lessen the country’s long-term dependence on volatile global oil markets and strengthen energy security.


Gatchalian, vice-chairperson of the Senate Committee on Energy, said “Malaking kabawasan sa pangangailangan ng krudo kung ang public transportation sector ay gagamit na ng EVs.”


He noted that a faster rollout would require greater financial assistance for PUV drivers and operators.


However, the shift to EVs could shield drivers and operators using EVs from fluctuations in oil prices, allowing for more predictable earnings.


“With the growing network of charging stations, they face lower operating costs and can avoid long lines at gas stations,” he said.


Gatchalian added that those who switch to EVs can benefit from an excise tax exemption, which significantly reduces acquisition costs compared to traditional internal combustion vehicles. 


He also pointed out that less dependence on fuel, with volatile prices, could help prevent frequent increases in passengers' fare.


Gatchalian also proposed additional incentives for PUV drivers who will shift to EVs such as priority registration and renewal with the Land Transportation Office, and access to public charging infrastructure.


These benefits are provided under the Electric Vehicle Industry Development Act (EVIDA), a measure authored by Gatchalian.
