PH fire, ambulance, other essential services exempt from energy conservation measures — Palace

Executive Secretary Ralph Recto has confirmed that essential government services—including healthcare, police, fire, and ambulance operations—are exempt from energy conservation limits and will continue without disruption.

While Memorandum Circular 114 requires government offices to reduce energy consumption by at least 20 percent, this mandate applies specifically to administrative and auxiliary offices.

“The language of the President’s order is clear: Agencies that provide frontline services shall keep their services running at all times,” Recto said.

Agencies providing frontline services must remain fully operational at all times to ensure the uninterrupted delivery of vital public services.

“We do not cut ambulance service in the name of fuel economy. We do not restrict police response to crime in order to save on gas,” he said.

“Ang ganyang serbisyo ay hindi tinitipid,” he added.

The goal of these conservation efforts is to channel savings toward these critical operations, ensuring that emergency response vehicles and essential services are not restricted by rising fuel costs.

“Kung tumataas ang presyo ng gasolina, we will put government service vehicles on a gas diet, so that ambulances, fire trucks, police patrol cars can continue running,” he said.

Under Memorandum Circular 114 signed by President Ferdinand Marcos Jr. on March 6, support and auxiliary offices—including those within frontline agencies—are required to cut their energy consumption by at least 20 percent.

Recto said these measures apply to administrative and regional offices.

“Kung regional office ka ng Bureau of Fire Protection, covered ka ng energy conservation protocols. But gasoline supply of firetrucks, for obvious reasons, is exempt from scrimping,” he said.
