Ronald Dela Rosa

Senator Ronald “Bato” dela Rosa is a public servant with over three decades of law enforcement and executive experience preceding his election to the Senate of the Republic of the Philippines in 2019.

A member of the Philippine Military Academy’s Sinagtala Class of 1986, Dela Rosa holds a Master’s Degree in Public Administration (1998) and a Doctorate in Development Administration (2006) from the University of Southeastern Philippines. 

His career in the Philippine National Police (PNP) culminated in his appointment as the 21st PNP Chief under the Duterte Administration (2016–2018), where he served as the chief architect of the administration's controversial anti-drug campaign. 

Following his police retirement, he led the Bureau of Corrections as Director General before placing fifth in the 2019 senatorial elections with over 19 million votes.

Within the legislative chamber, Senator dela Rosa's primary focus has centered on public safety and national security. 

His key legislative priorities have included pushing for the revival of the death penalty for drug traffickers (SB 226), mandatory youth substance abuse education (SB 228), and public health prevention models (SB 513). 

His statutory accomplishments include spearheading the BFP Modernization Act (RA 11589), the Height Equality Act for uniform personnel (RA 11549), and supporting the enactment of the Anti-Terrorism Act of 2020 (RA 11479).

Throughout his police service, his operational record earned him multiple accolades, including the Senior Police Commissioned Officer of the Year for Operations and the Medalya ng Pambihirang Paglilingkod for anti-terrorism efforts. In 2015, he received the Cavalier Award—the highest honor given to a PMA alumnus.

In May 2026, the International Criminal Court (ICC) unsealed a confidential arrest warrant against Senator dela Rosa—originally issued under seal on November 6, 2025. 

The ICC Pre-Trial Chamber I classified him as an alleged "indirect co-perpetrator" regarding crimes against humanity (specifically murder and attempted murder) linked to the drug war. 

Following the Philippine Supreme Court's denial of his plea for judicial protection, the Department of Justice officially ordered domestic police and investigators to enforce the warrant, declaring him a fugitive from justice.
