Rodante Marcoleta

Senator Rodante Marcoleta, born on July 29, 1953, in Paniqui, Tarlac, grew up in a family of farmers.

He pursued education to overcome childhood financial struggles. H

e holds an extensive academic portfolio, which includes the following credentials: Bachelor of Arts from San Sebastian College-Recoletos in 1973; Bachelor of Laws from the same college in 1989; Master of Business Administration  from the University of the East, and Doctorate in Public Administration from the University of the Philippines Diliman in 2020. He also earned a developmental leadership certificate from the Harvard Kennedy School.

Before transitioning to the Senate, Marcoleta spent two decades representing marginalized sectors in the House of Representatives through the party-list system:

• Alagad Party-list Representative (2004–2013)

• SAGIP Party-list Representative (2016–2025)

During his tenure in the House of Representatives, he held significant leadership roles, including House Deputy Speaker during the 18th Congress and Senior Deputy House Majority Leader during the 17th Congress. 

He was also a principal author or prominent co-author of several major pieces of legislation, such as the Magna Carta of the Poor (RA 11291), the Free Irrigation Service Act (RA 10969), and the Universal Health Care Act.

Following the 2025 midterm elections, he secured a seat in the Senate of the Philippines. 

In the 20th Congress, he was chosen to chair high-profile committees, including the Senate Blue Ribbon Committee (Committee on Accountability of Public Officers and Investigations) and the Senate Committee on Trade, Commerce, and Entrepreneurship.

Recent legal developments involving Senator Marcoleta in July 2026 have resulted in his placement under government custody.

The Office of the Ombudsman has filed a non-bailable plunder charge against Senator Marcoleta before the Sandiganbayan Third Division. 

State prosecutors argue that the amount he received in campaign donations exceeds the ₱50 million threshold required to constitute plunder under Republic Act No. 7080, and note that it was not declared in his formal financial and campaign disclosures. 

In his defense, Senator Marcoleta maintains that the funds were received prior to the official election period and were spent exclusively on election-related expenses rather than personal enrichment.

Additionally, the Sandiganbayan Fourth Division has issued a separate warrant for his arrest regarding the alleged unlawful campaign donations.

On July 6, 2026, Senator Marcoleta voluntarily went to the Sandiganbayan to file a motion to quash the information and defer the warrant. 

The anti-graft court denied his motions, finding probable cause to proceed and took him into custody. 

While being processed by the PNP Criminal Investigation and Detection Group (CIDG), the 72-year-old senator complained of chest pains and severe high blood pressure. 

He was immediately admitted under hospital arrest at the PNP General Hospital in Camp Crame and was later evaluated by specialists at the Philippine General Hospital (PGH).

On July 15, 2026, following a nine-day hospital confinement, PGH medical experts testified that Marcoleta had recovered from mild pneumonia and that his stage-2 hypertension could be managed via standard medication outside of a hospital. 

Concluding that he was fit to travel, the Sandiganbayan ordered his transfe to the New Quezon City Jail Male Dormitory in Barangay Payatas, where his co-accused are also being detained.
