Senator Rafael "Raffy" Teshiba Tulfo has dedicated over two decades to defending the poor, marginalized, and aggrieved.

Born on March 12, 1960, in Quezon City to Ramon Tulfo Sr. and Caridad Teshiba-Tulfo, he studied at Holy Trinity College of Puerto Princesa City, Trinity College of Quezon City, and Ateneo de Davao University.
Before his career in media and public office, he worked various jobs in the Philippines and the United States—including as a vegetable vendor, dishwasher, waiter, nursing aid, accounts receivable clerk, shoe salesman, and insurance representative.
