Pia Cayetano

Senator Pia S. Cayetano has established a reputation as a transformative legislator, driving landmark reforms across healthcare, education, and economic development. 

Known for tackling complex policy challenges, she currently chairs the Senate Committee on Sustainable Development Goals (SDGs), Innovation, and Futures Thinking, where she guides national legislation using strategic foresight and long-term planning.

Cayetano, as Chairperson of the Committee on Ways and Means, she sponsored the historic Corporate Recovery and Tax Incentives for Enterprises Act. This landmark reform—25 years in the making—modernized the country’s fiscal incentives and cut corporate income tax rates to revitalize businesses and investments.

She also shepherded the passage of the Bayanihan to Heal as One Act and championed subsequent recovery measures, including the Bayanihan to Recover as One Act and the COVID-19 Vaccination Program Act.

A dedicated health advocate, she sponsored the Sin Tax Reform Law to curb youth vices while generating critical revenue for national healthcare. She is also the principal author of the law mandating basic immunization for infants and young children.

As Senior Vice Chairperson of the Finance Committee, she consistently secured rightful budget allocations for health and education, including crucial funding for the Doktor para sa Bayan Act.

Drawing from her personal experience as an adoptive mother, she spearheaded a series of child care reforms, beginning with the Foster Care Act of 2009. 

She continued her advocacy by co-authoring the Domestic Administrative Adoption and Alternative Child Care Act and the Foundling Recognition and Protection Act. She also authored the Children’s Emergency Relief and Protection Act to protect youth during natural disasters.

Cayetano also authored and sponsored the law instituting a policy of inclusion for learners with disabilities.

A former national volleyball player, she authored the Student-Athletes Protection Act and served as a principal author of the law establishing the National Academy of Sports.

She also has consistently championed the dual role of women as mothers and workforce leaders, driving the passage of the 105-Day Expanded Maternity Leave Law, the Magna Carta of Women, the Expanded Breastfeeding Promotion Act, and the Responsible Parenthood and Reproductive Health Act (for which she was recognized by the Bill and Melinda Gates Foundation).

On the ground, she champions health, wellness, and disaster relief through her personal foundations: Pinay In Action, Pilipinas In Action, and the Gabriel’s Symphony Foundation, which supports underprivileged and differently-abled children.
