Mark Villar

Senator Mark A. Villar is a policymaker and businessman who bridges rigorous private-sector expertise with highly impactful public service. 

Recognized for steering the country’s infrastructure development and micro-business protections, he is serving as a Senator of after heading the government's massive infrastructure portfolio.

Before entering public office, Villar built an elite international educational foundation and a strong executive background in property development:

He earned his Bachelor of Science degree in Political Science, Philosophy, and Economics (PPE) from the University of Pennsylvania, followed by a Master in Business Administration (MBA) from the University of Chicago Booth School of Business.

Upon returning to the Philippines, he spent nearly a decade in corporate executive leadership, serving as the General Manager/President of Crown Asia Corporation and Managing Director of Vista Land & Lifescapes. 

This deep-dive experience in large-scale real estate gave him a foundational, "brass-tacks" understanding of how physical infrastructure creates livable, sustainable communities.

Entry into the political arena

In 2010, he entered politics, serving as the Representative for the Lone District of Las Piñas City.

 He served for two terms and chaired the influential House Committee on Trade and Industry. As a lawmaker, he championed micro-financing, consumer defense, and trade logistics, principal among which were:

The Go Negosyo Act (RA 10644): A landmark law creating "Negosyo Centers" nationwide to spur growth, offer micro-financing, and cut red tape for Micro, Small, and Medium Enterprises (MSMEs).

The Philippine Lemon Law (RA 10642): The primary consumer-protection act shielding motor vehicle buyers from deceptive practices or chronic mechanical defects.

The Co-Loading Act (RA 10668): A trade reform allowing foreign vessels to co-load domestic cargo, effectively lowering shipping and logistical costs across the archipelago.

Executive Impact: Secretary of the DPWH 

In 2016, at age 38, he was appointed by President Rodrigo Duterte as the youngest Secretary of the Department of Public Works and Highways (DPWH). Tasked with leading the administration's monumental Build, Build, Build program, he transformed the nation's infrastructure landscape.

To eliminate delays and ensure accountability, Secretary Villar instituted strict systemic reforms, including satellite-based geographic information systems (GIS) for project monitoring and drone tracking to eliminate "ghost projects."

Under his direct supervision, the DPWH completed an unprecedented scale of national assets:

• 29,264 kilometers of roads constructed or rehabilitated

• 5,950 bridges built or widened

• 11,340 critical flood control structures

• 150,149 classrooms constructed

• 222 regional evacuation centers

During Villar’s tenure as DPWH Secretary from 2016 to 2021, the agency focused heavily on decongesting Metro Manila's main choke points (like EDSA) and establishing high-speed regional networks across Luzon, Visayas, and Mindanao.

Metro Manila Skyway Stage 3

One of the most critical projects completed during his term, this 18.83-kilometer elevated expressway connects Buendia, Makati to Balintawak, Quezon City. 

By directly linking the South Luzon Expressway (SLEX) and the North Luzon Expressway (NLEX), it cut travel time across Metro Manila from two hours down to just 15–20 minutes, significantly relieving traffic on EDSA.

NLEX Harbor Link (Segment 10 and R-10 Exit)

This elevated expressway bypasses ordinary surface streets to connect NLEX directly to the Port Area of Manila. It was designed to pull heavy cargo trucks off local roads in Manila, Caloocan, and Malabon, dropping port-to-NLEX travel times to roughly 10 minutes.

NAIA Expressway (NAIAX) Phase II

Completed early in his tenure, this 14.85-kilometer elevated expressway connects the Skyway system and Sales Road to all four NAIA airport terminals and the Entertainment City gaming complex, streamlining airport access for travelers.

This historical capital investment helped elevate infrastructure spending to over 5% of the national GDP and generated approximately 6.5 million jobs for Filipino workers, acting as a critical buffer during the global health crisis. 

Concurrently, from 2020 to 2021, he served as the country’s COVID-19 Isolation Czar, leading the fast-tracked conversion of public spaces into mega-quarantine and isolation facilities.

Leadership in the Senate

Elected to the Philippine Senate in 2022, Senator Villar carries a platform focused on continuing the country's economic momentum through infrastructure development, job creation, and e-commerce protection.

He currently holds key leadership roles, serving as Senate Deputy Majority Leader and chairing the vital Committee on Banks, Financial Institutions and Currencies and the Committee on Government Corporations and Public Enterprises.

The Maharlika Investment Fund (MIF): Serving as its primary sponsor, he navigated the passage of the bill designed to create the country’s first sovereign wealth fund to secure alternative state investments.

The Internet Transactions Act: Directing structural support toward protecting online consumers and MSME merchants from digital fraud.

Veterans Hospital Act: Actively championing the institutional expansion of medical infrastructure and dedicated hospitals for military veterans across the Visayas and Mindanao regions.

Personal Life

Senator Villar belongs to one of the country's most prominent families; he is the son of business leader and former Senate President Manny Villar and current Senator Cynthia Villar. 

He is married to fellow lawyer and former Department of Justice (DOJ) Undersecretary Emmeline Yan Aglipay-Villar, with whom he has a daughter, Emma Therese.
