Senator Juan Miguel "Migz" F. Zubiri is a veteran Filipino legislator known for his extensive legislative output, leadership roles in the Senate, and a political career marked by two high-profile resignations centered on personal integrity and institutional independence.
Zubiri's career in the Philippine Congress began in 1998 as a representative for Bukidnon, a province where his family has a public service legacy spanning nearly 30 years.
He was first elected to the Senate in 2007. He is often referred to as the "Trabahador ng Senado" (Worker of the Senate) due to his perfect attendance record and his efficiency in shepherding priority measures through the legislative process.
His legislative record includes authoring or sponsoring several landmark laws such as:
National Identity and Sports: He was a principal author of Republic Act No. 9850, which declared Arnis as the Philippines' national martial art and sport
Cooperatives: He was a primary mover of Republic Act No. 9520 (The Philippine Cooperative Code of 2008) and has continued to champion updated cooperative laws, such as the Revised Cooperative Act
Environment and Energy: He championed the Renewable Energy Act of 2008 (RA 9513) and the Organic Agriculture Act of 2010 (RA 10068). As Chairman of the Environment and Natural Resources Committee, he advocated for the National Land Use Act
He was Senate President from 2022 to 2024. He also served as the ex officio Chairman of the Commission on Appointments. Currently, he is the Senate Majority Leader after Senator Sherwin Gatchalian was elected as Senate President in June 2026.
