Francis Escudero

Francis Joseph "Chiz" Guevara Escudero first captured the national spotlight as one of the youngest members of the House of Representatives. 

He distinguished himself as a charismatic leader and an exceptionally eloquent orator with a masterful command of the Filipino language. 

His political prominence rose significantly when he led the impeachment drive against then-President Gloria Macapagal-Arroyo, anchoring his reputation as a formidable voice in national politics. 

This momentum propelled him to a landslide victory in the 2007 senatorial elections, where he secured the second-highest number of votes nationwide.  

Born on October 10, 1969, Chiz is the second of three children born to the late former Agriculture Minister and Sorsogon First District Representative Salvador Escudero III, and educator turned congresswoman Dr. Evelina B. Guevara.  

An alumnus of the public education system, Chiz attended the University of the Philippines (UP) from kindergarten through law school. 

During his time at the UP College of Law, he was a prominent member of the university's debate team. He passed the Philippine Bar Examination in 1994, entering private legal practice while simultaneously joining the UP College of Law faculty as a professor. 

In 1996, he expanded his academic legal credentials by earning a Master of Laws (LL.M.) degree in International and Comparative Law from the Georgetown University Law Center in Washington, D.C.  Legislative Career and MilestonesThe House of Representatives (1998–2007)

Chiz entered public office in 1998, winning his first election as Representative of the First District of Sorsogon at just 28 years old. He was re-elected for two consecutive terms, during which he took on pivotal leadership roles as the House Assistant Majority Floor Leader and later as the House Minority Floor Leader.  

The Senate (2007–Present)Fulfilling his campaign promise to serve as the "voice of the people," Escudero immediately introduced landmark legislation upon entering the Upper Chamber. 

Among his initial legislative triumphs was Republic Act 9504, which granted tax exemptions to minimum-wage earners and increased personal tax exemptions for individual taxpayers. 

During his early terms, Escudero maintained a "zero-backlog" record at the helm of both the Committee on Justice and Human Rights and the Committee on Environment and Natural Resources. He successfully sponsored the creation of an additional 281 local courts across the country—a deliberate intervention designed to decongest the legal system and deliver swift justice to the rural areas.

Following a term as the Governor of Sorsogon (2019–2022) where he spearheaded major local infrastructure, healthcare, and agricultural developments, he secured a return to the Senate in 2022. His senior statesman status eventually led to his election as the 31st President of the Senate of the Philippines.  

Awards and DistinctionsEscudero's leadership and commitment to governance have been recognized both locally and globally:

2005: Named one of the Philippines’ Ten Outstanding Young Men (TOYM) for youth leadership.  

2007: Selected as the lone Filipino in the Asia News Network's prestigious Asia's Idols circle.  

2008: Honored as a Young Global Leader by the World Economic Forum (WEF) in Davos, Switzerland.  

2012: Received the Rotary Golden Wheel Award for his contributions to political governance and the legislative field.  

Armed with a continuous public mandate, Escudero remains committed to introducing extensive, institutional reforms focusing on good governance, high-quality public education, agricultural modernization, electoral integrity, and robust human rights protections.
