Snow blew through downtown Rochester, New York on Tuesday (December 30) as a powerful winter storm hit parts of the Midwest and Eastern United States.


A National Weather Service (NWS) winter weather advisory was in place across Upstate New York, and New York Governor Kathy Hochul issued a statewide emergency declaration in anticipation of worsening conditions.


Local media reported that up to three feet (approximately 31.5 centimeters) could fall over the course of the week in western and central areas of New York.
